It depends on your customers. Base and Polygon are cheapest (gas around $0.01-$0.05, ~2 second settlement) and best for high volume. Arbitrum has the deepest DeFi liquidity, so many active stablecoin holders already keep USDC there. Ethereum costs more in gas (~$2-10) but offers the strongest settlement guarantees for large payments. You can accept several at once; enforced payments let customers pay only on the chains you choose.

No. PYMSTR accepts native USDC only, the token issued directly by Circle on each chain. The older bridged USDC.e (moved across from Ethereum) is a different token contract and is not accepted. Most wallets and exchanges now default to native USDC, so this rarely comes up; if a customer holds USDC.e they can swap it to native USDC in one transaction.
